I've lived in the Sacramento area practically my whole life and never knew that Sacramento has a series of tunnels... FromTheCapitol.com, a blog owned by one of our members, randb, features more information, including the following:

Apparently the Historic Old Sacramento Foundation is trying to launch a permanent tour of the tunnels by this spring.

I am definitely looking forward to this Smiley

Sacramento's Tunnels Should Be Preserved

I did a quick Google search and found the following link to a 2003 Sacramento News & Review article w/ this picture of an old store front located under one of our current sidewalks:

The article linked to above also includes a map that shows how the tunnels are no longer connected to one another... Here's a thumbnail - visit the News & Review article for the full PDF map:

I'm not really a fan of small spaces either, but as long as there's no gross smells down there, I think I'd be interested.

They aren't really "tunnels" per se, they are actually the spaces between buildings and the edge of the street. They weren't connected to each other: as the illustration shows, they went underneath the sidewalks around blocks but generally didn't cross streets. There are all sorts of urban myths about secret tunnels, underground gambling dens, etcetera, but not a lot of basis in fact--and downtown development has destroyed a lot of the evidence in either case. Consider that since that story was written in 2003, several city blocks of the remaining passageways have been destroyed.

Depending on the block, small spaces and gross smells abound. In the portions that are reachable in the downtown area, many are used as shelters or toilets by homeless, and as they are a low point they tend to collect rainwater, garbage and sewer run-off. There are some portions that are pretty well-preserved and inaccessible, which are most likely to be included on such a tour.
