Folsom State Prison is being rocked by allegations of sexual harrassment involving staff and resolving the case may end up costing taxpayers millions of dollars, a top official said.

Jay Schievelbein, who has served as associate warden at the prison for the past three years, claims prison management is in "turmoil" because of what he calls a wave of retaliation spearheaded by prison Warden Matthew Kramer.

At the center of the dispute is a sexual harassment claim filed last fall by Capt. Terri Manuel. Schievelbein said he witnessed Kramer being "overly familiar" with Manuel.

Schievelbein, who has worked for the Department of Corrections for 26 years, said the incident allegedly happened a year ago when Manuel pulled weekend duty. Schievelbein said Manuel asked Kramer for his contact number and was asked to stay after a meeting.

Schievelbein added that Manuel reported to him and another captain that after she stayed back, Kramer gave her his room number at the Marriott Hotel and told her to call him and stop by for a drink.

Kramer had been living at the Marriott at taxpayer expense after taking the warden job. Shortly after that, job complaints began piling up against Mauel and others.
