16th street emergency route

Does anyone know if 16th street is an emergency route? There are sirens blazing all day long, but at night I noticed they come down J street. Are there specific routes set up?

16th st is hwy 160 right? Id assume its a good route for emergency vehicles but I dont live downtown so I dont know
