The City Council has passed a plan to limit the growth of some types of businesses.

The ordinance puts an immediate halt to new shops offering recycling, check cashing and smoking products. New pawn and resale businesses will also be prohibited.

The city said the move is part of an overhaul of the community's general plan.

The moratorium will last for 45 days, but may be extended.
